Council adopts resolutions on brush-abatement liens and strike-team reimbursement

At its Nov. 12 special meeting, the La Habra Heights City Council adopted two separate resolutions following staff presentations and public questions.
Brush-abatement liens: Staff presented a protest hearing for unpaid brush-clearance abatement costs on a West Road property and recommended that the council overrule protests and adopt Resolution No. 2024-28 to confirm the city's report of costs and authorize assessment of liens. Staff said repeated outreach to the property owner by staff and the fire marshal had not produced a response. Councilmember Speaker 9 moved to adopt Resolution No. 2024-28; the motion passed on recorded roll-call votes with the members present voting yes.
Strike-team reimbursement: Staff recommended updating a previously adopted resolution to maintain records with the state and enable Cal OES reimbursements for strike-team deployments. The updated Resolution No. 2024-29 establishes personnel coverage for deployments and refreshes the city's authorization to file for reimbursement. Council moved to adopt the updated resolution and recorded affirmative roll-call votes.
Both resolutions passed during the meeting; staff said the updates would keep the city's paperwork current for future deployments and allow the city to assess abatement costs against the identified property as a lien.
