Council approves street-design work, ratifies emergency water-main repair and reports HCD stipulation

At its Oct. 14 meeting La Habra Heights took several formal actions:
• Street improvement design (Item 16): Council approved moving forward with combined design for fiscal-year 2023–25 street improvements for Zone 3 and Zone 5. Staff presented a construction budget of $1,416,341 and a total combined budget just over $1.7 million including inspection and management. The design proposal from NV5 was presented at $158,700 (about $79,350 per year-equivalent); council moved, seconded and approved the motion to proceed. Recorded affirmative votes were read as Mister Zizula, Mister Paspiza, Engelhart and Mister Bergman.
• Emergency water-main repair (Item 15): The La Habra Heights Water District identified a leak on the city side of the meter at the park; city staff authorized an emergency repair by Coleman Landscape to replace sections of a 2-inch copper main. The finance manager was authorized to amend the budget by $12,170 (account 1014506610) to cover the work; the council approved the emergency authorization.
• Closed session disclosure: The city attorney reported that in closed session the council authorized, on a 3–0–1 vote with one member absent and one abstaining, entry into a stipulation with the California Department of Housing and Community Development (HCD) to resolve housing-element issues.
