Council approves summary street vacations to enable Schneider RV Park

Eureka City Council voted unanimously Aug. 20 to adopt a resolution ordering summary street vacations of portions of S and Front Streets to facilitate an RV park project proposed by developer Travis Schneider.

Senior Planner Caitlin Castellano told the council the planning commission approved the RV park’s use permit, coastal development permit and design review at its June 26 hearing, and recommended the city vacate the specified street portions after a lot‑line adjustment moves parcel lines so that the RV park would be assembled as a single legal parcel. Staff said the areas qualify for a summary vacation under the Streets and Highways Code because the streets have not been used or maintained for more than five years and no public money has been expended for maintenance.

Castellano referenced California Government Code §65402 to explain the requirement that the planning commission report on general plan conformity before the council orders a vacation; the planning commission’s recommendation and supporting analysis appear in the agenda packet. Councilmember Bauer moved to hold the public hearing, receive the planning commission reports and adopt the resolution; the motion passed unanimously.

Next steps: conditions in the planning commission’s approval must be satisfied and the developer must complete required lot‑line adjustments and parcel mergers before building permits are issued.
