Council awards $1.37M Zone 4 paving contract to Onyx Paving, questions NV5 inspection fees

La Habra Heights staff asked the council to award the fiscal-year 2022–23 Zone 4 street-improvement project to Onyx Paving after rebidding the package to reduce scope and add alternate bid options. Bids were opened and the lowest responsive total (base plus three alternates) was Onyx at $1,369,000.
Staff also presented a $192,364 proposal from NV5 for construction management, inspection, materials testing and prevailing-wage labor-compliance services. Staff noted inspection often bills for actual days worked and typically runs fewer than the worst-case 80 working days included in NV5’s proposal.
Council members expressed concern about NV5’s proposed cost, observing it was substantially higher than prior projects. One councilmember asked whether the city could hire an independent civil engineer; staff said that would require a separate procurement. Multiple councilmembers asked NV5 to “sharpen their pencil” and reduce inspection hours and costs. The councilmaker who moved the item authorized a contingency (15%) and a budget amendment to cover an additional $725,974 from the general fund while directing NV5 to reduce its fee proposal; the motion passed on roll call.
Staff said awarding the full package to Onyx would allow the city to proceed with repaving, alternate crack-seal work and reconstruction items as needed; the construction-management contract would be billed on time and materials and staff expects actual inspection costs to be lower than NV5’s maximum estimate.
