Holtville approves $1.624 million contract for citywide pavement improvements

The Holtville City Council on a roll-call vote approved Resolution 24-29 authorizing the city manager to execute a construction contract with American Asphalt South for a citywide pavement improvement project.
City manager Nick Wells presented the scope as crack sealing, polymer filling of cracks and a seal across the pavement surface for rehabilitation rather than full reconstruction. Wells said the city engineer's probable cost estimate was approximately $1.743 million and that the lowest responsive bid, from American Asphalt South, was $1,624,000 — roughly $120,000 under the estimate. Wells said the bidder performed similar work in the prior contract round and had an advantage from prior experience.
Wells told council a resident had asked staff to consider paved alleys; public works staff indicated alleys appear suitable for rehab and might be added by contract addendum after price and quantity estimates. The wastewater treatment plant's pavement is also planned for crack sealing and sealing as part of the contract or as an addendum.
Wells said funding is available from transportation-dedicated sources and identified stacked SP1 gas-tax funds, a local partnership program, and air-quality funds (referred to in the discussion as 'CNAAC' funds) as the likely sources; he emphasized any cost overruns would be covered from transportation-specific dollars.
Council moved, seconded and approved the contract by roll-call. No opposed votes were recorded in the roll call for the contract item.
