Library commission recommends city council adopt stricter meeting-room policy with enforcement and appeal process

The policy update, presented as a modernization of rules originally adopted after the library’s 2018 renovation, would require renters to initial a list of prohibited activities, require fees be paid within 45 days of the invoice date and clarify that prepayment is not required. The presenter said the revisions also align library facility procedures with other city-managed facilities and add an enforcement section that would allow written warnings, a three-month suspension for repeat violations and progressive discipline up to a permanent prohibition for severe or repeated misconduct.
"We are proposing to clarify some of the procedures and expectations for folks," Unidentified Speaker 1 said during the presentation. The speaker described enforcement as a stepwise process: written notice on first violation, temporary suspension on the second and escalating consequences thereafter.
The proposed policy also notes limited on-site parking and warns renters that parking at the library cannot be guaranteed; staff currently issues parking passes for use at the Court Street lot. The revised policy preserves an appeal route for renters: appeals would be handled through the city manager, using an appeal process the presenter said was adapted from other city policies that previously were reviewed by legal counsel.
Commissioners moved and seconded a recommendation that the city council adopt the revised meeting-room policy; the motion passed on a voice vote. The commission requested the item be forwarded to city council for adoption at the end of January.
