Roseburg City Council adopts annexation ordinance, approves streetlight and stormwater contracts and accepts planning commission resignation

Roseburg City Council adopted Ordinance No. 3607 and approved multiple procurement awards at a council meeting referenced on Dec. 20, 2024.
Ordinance No. 3607 (second reading) annexes 5.27 acres addressed as 255 Northeast General Avenue, withdraws that property from the Central Douglas Fire and Rescue Authority, and amends the Roseburg zoning map. Staff read the ordinance into the record and Speaker 5 moved to adopt it; the meeting chair announced the motion carries and the ordinance is adopted.
The council also authorized two contract awards. City staff (Speaker 9) recommended a five-year streetlight maintenance contract be awarded to Sims Electric, the highest-ranked proposer. Staff said the city maintains approximately 350 streetlights (mostly converted to LED), that maintenance has averaged about $25,000 per year, and that a five-year contract would exceed the city manager’s signing authority (putting the total above the $100,000 threshold), which is why the council considered the item. Speaker 5 moved to award the contract to Sims Electric; the motion passed.
On the Military/Altamont stormwater improvement project, staff described plans to install roughly 425 linear feet of new 12-inch storm pipe, several manholes and additional catch basins on Military Avenue, south of Cascade Credit Union at the base of Mount Nebo, to address chronic drainage deficiencies. Six bids were received; the lowest responsive bidder was Mars Construction at $117,710. Because of potential rock excavation and the tight working conditions at the base of Mount Nebo, staff recommended a 10% contingency. Speaker 5 moved to award the project to Mars Construction; the motion passed. Staff said a notice to proceed would be issued in January and the contractor would have 60 days to complete the work. The FY 2024–25 storm drainage fund lists $125,000 for the project; staff said any additional funds needed could be covered by other projects that came in under budget so far in the fiscal year.
Separately, the council accepted Janelle James’s resignation from the Planning Commission “with regrets” after a motion by Speaker 5 and second by Speaker 6.
