Commission recommends council accept FAA grant for completed Roseburg Airport standby generator

The commission voted to recommend that the Roseburg City Council adopt a resolution accepting an FAA grant offer for the airport standby power project when the offer is received.
Staff reported the construction of the standby power generator project was awarded to Sims Electric in November 2023 and that the generator is complete and operational. "The total project cost was $237,473.39," staff said. Of that, the city previously received an Oregon Department of Aviation grant of $121,500; staff said the FAA-eligible portion would be $113,304 and the airport fund contribution was $2,670.
Commissioners asked whether the generator had been tested and whether emergency responders could use it. Staff said they had completed load tests and transfers between utility and generator power and confirmed the unit is online. Staff explained gates are manually operated and that once inside the fenced area the fuel farm, lights, and navigation aids would be powered if needed.
Speaker 5 moved to recommend council adopt a resolution to accept the FAA grant when offered; the motion was seconded and the commission carried the recommendation.
Staff said they anticipate receiving an FAA grant offer by the end of the calendar year and that, if received, staff will present a resolution to city council on Dec. 9 to obligate and receive reimbursement.
