Council approves Amendment No. 2 to Stewart Park Drive bridge IGA after bid overruns

Roseburg’s City Council on Nov. 18 authorized Amendment No. 2 to the intergovernmental agreement (IGA) with the Oregon Department of Transportation (ODOT) for the rehabilitation of the Stewart Park Drive bridge over the South Umpqua River.

Staff said the bridge — built in 1933 with a current sufficiency rating of 16.1 out of 100 and a reduced load rating of 12 tons (previously 34 tons) — was bid over engineer’s estimate. Amendment No. 2 raises the total project cost from $5,770,000 (post‑amendment 1) to $6,321,890.07. ODOT’s local bridge program covered most of the overrun; the city’s additional match for this amendment is $56,679, bringing the city’s required match to $649,258.11. Staff warned that if the city declined to provide the additional match, ODOT could cancel the project and potentially require the city to reimburse roughly $1.1 million in incurred costs to date.

The project scope includes steel sandblasting and painting, deck repair, strengthening pin-and-hanger connections, sidewalk and ADA approach upgrades and replacement of damaged structural members. Staff reported federal funds cover $5,672,631.96 of the project; the contractor selection process and the public‑works commission’s unanimous recommendation to proceed were noted.

What’s next: With council authorization, staff will execute the amendment and proceed with ODOT’s notice to proceed and construction schedule. Staff said emergency-response fire engines (single rear-axle, 22 tons) will be able to cross the rehabilitated bridge, though the ladder truck (39 tons) will still not be cleared.
