The Roseburg City Airport commission voted to recommend that the Roseburg City Council authorize Amendment No. 1 to a Mead & Hunt task order to cover additional environmental artifact collection for the airport fencing and security improvement project.
Ryan (staff) told commissioners the original task order was about $80,237 and that artifact investigation found items requiring further study. "This amendment to these additional artifact collection is another $41,620, which will push the total price of this task order up to a hundred and $21,857," Ryan said. He said that total exceeds the city manager's signing authority, so the commission must forward the recommendation to council.
Staff said the airport is eligible for 95% reimbursement under the federal BIL program, leaving a local match of about $6,093. "This is imperative as the airport has BIL funds that need to be obligated in the current federal fiscal year in order to avoid losing those funds," Ryan said, urging prompt action to meet FAA/ federal deadlines.
Commissioners asked what artifacts were found. Ryan said some items appeared to be railroad debris and insulators from communications lines and acknowledged difficulties retrieving certain project documents after a server issue. Staff said design work will be procured in parallel with the environmental amendment with the aim of packaging the entire project into one grant application by spring.
Speaker 5 moved to recommend council authorize the execution of Amendment No. 1 to Task Order No. 3 with Mead & Hunt for $41,620 for additional environmental study; the motion was seconded and carried.
The commission’s recommendation will be forwarded to city council for final authorization. The staff memo lists the amended task order total as $121,857; staff advised that grant packaging and timing are driving the request to proceed quickly.
