City approves assignment of Legion Field agreements to Douglas County Baseball Association; honors long-time American Legion volunteer

The Roseburg City Council on Nov. 18 approved assigning two long-standing agreements for Bill Gray Stadium (Legion Field) from the Roseburg American Legion Baseball Commission to a new nonprofit, the Douglas County Baseball Association (DCBA).
City staff told council the agreements — a management and operation agreement and a turf-construction/license agreement — date to 1994 and have been amended several times; the current term runs through 2037 under renewal provisions in the existing contracts. The commission requested assignment to the DCBA, which Umpqua Community College (UCC) has agreed to help form and temporarily act as fiscal agent. Staff and the Parks Commission recommended approval; the council moved, discussed user-priority concerns and approved the assignment.
Staff emphasized user-priority will remain as written in the existing agreement: American Legion baseball has first priority, Roseburg High School has second priority, followed by other youth baseball organizations. Steve (surname presented in the meeting as Steve Loosely) and other baseball representatives said UCC and the high school have coordinated schedules and that including representatives from user groups on the DCBA board should preserve those arrangements.
At the same time, Mayor Larry Rich presented a plaque recognizing Tom Donegan for more than 20 years of service as president of American Legion Baseball; Donegan and other commission members were acknowledged from the dais.
What’s next: The DCBA will finalize bylaws and the nonprofit formation; the city said it would not finalize the assignment until the association is legally formed. Council approved the motion to assign the agreements pending final formation of the DCBA.
