Meade County approves provisional budget for publication; commissioners told to cut requests before final adoption

On July 23 the Meade County Commission approved a provisional (preliminary) budget for publication based on department requests and last year’s revenue estimates. County staff explained that the preliminary totals reflect department heads’ requests and do not represent the final adopted budget.
The county auditor explained that state statute directs counties to publish a provisional budget prior to final adoption, although a county official said statute language uses the word 'should' and that the final schedule varies by county. Commissioners were told the department requests exceed projected revenue by roughly $2.7–3.0 million before anticipated wage and insurance adjustments, meaning the board will have to reduce requests substantially during the coming budget review period.
Commissioners voted to pass the provisional budget for publication so the county can meet notice requirements. Several commissioners emphasized this is a preliminary step: the published provisional budget will be adjusted, staff said, and the commission must record and explain any subsequent changes between the provisional and the final adopted budget.
Chair Pat West said the provisional publication begins the public process and sets a clear target for required cuts; commissioners instructed staff to prepare options for reductions and to return with a plan for the final budget adoption in September.
