Soledad staff say Pro‑Housing Designation application scores 38 points, may help with state grant priority

City staff reported on a draft Pro‑Housing Designation application that would label Soledad as a jurisdiction 'pro‑housing' under a state program administered by the California Department of Housing and Community Development (HCD).
Beatriz Trujillo said the designation has threshold, scoring and enhanced requirements and could give jurisdictions priority or preference when applying for certain state funding programs. "Our score was 38 points," staff said, above the 30‑point minimum required to submit an application.
Staff listed examples of possible benefits: grant application preference, priority dates for funding windows and access to programs such as Affordable Housing and Sustainable Communities or other state grant opportunities. Staff also described municipal actions the scoring rewards: streamlined permit processing, preapproved ADU plans, one‑stop permitting, specific plans and documented pipeline projects.
Staff cautioned that designation can be revoked if the jurisdiction later fails to meet requirements. Commissioners thanked staff and noted the designation could help smaller jurisdictions compete for funds; staff and consultant also noted that some small cities that received designation still struggled to find developers to use the funds.
