Soledad Council roundup: consent approvals, procurement ordinance introduced, and district appointment
Summary
On July 17 the council approved the bulk consent calendar (excluding three pulled items that were discussed), approved pulled consent items 2, 9 and 13 as amended, introduced an ordinance to raise the informal bidding threshold from $25,000 to $50,000 (Ordinance 770) for future public hearing, and confirmed the mayor’s appointment to the Soledad Mission Recreation District.
At its July 17 meeting the Soledad City Council handled a range of routine and procedural items in addition to substantive actions covered elsewhere.
The council approved the consent calendar except where items were pulled for discussion. After discussion the council approved the pulled consent items (Item 2 — warrants/procurement transparency; Item 9 — MOUs/labor agreements; Item 13 — flag policy with direction to review language). A motion to approve the remaining consent items passed on the floor and the pulled items were discussed and approved.
The council introduced Ordinance No. 770, which would amend chapter 3.24 (Purchasing Systems) of the Soledad Municipal Code to raise the informal bidding threshold from $25,000 to $50,000; staff explained the change reflects inflation and would streamline routine purchases. The ordinance was introduced (read by title only) and a public hearing was scheduled for the first meeting in August.
The council confirmed the mayor’s appointment of Ryan Hunssey to the Soledad Mission Recreation District; Hunssey introduced himself and cited nonprofit fundraising, facilities and events experience. The motion to confirm carried unanimously.
Other items recorded during the meeting included mayoral and council announcements, staff reports on grants and water conservation, and scheduling of future agenda items (including rent-increase monitoring and tenant-rights outreach).
