Soledad to accept up to $2.5M from county for ERF Round 3 to fund interim shelter, vouchers and outreach

The city’s proposed uses include: a grant‑funded Homeless Service Coordinator to manage program administration and a hotel‑voucher program; purchase and site development for modular interim shelter units (12‑bed modules with shared bathrooms and kitchenette due to electrical constraints); outreach and case management provided by a county‑selected operator (staff named Step Up as the likely operator based on capacity and local experience); and financial assistance to help housing‑ready residents transition into traditional housing.
Staff emphasized the grant term allows expense reimbursement beginning July 1, 2024, with program activities ending June 30, 2027. The county will prepare the subrecipient agreements and select the operator; the city will be responsible for site selection, construction management and establishing the voucher and hotel programs. Priority for services will be for residents identified from the Salinas Riverbed encampment through earlier outreach and lists compiled during cleanup efforts.
Council members asked operational questions about hiring and the distinction between the city coordinator (administrative, contract and voucher setup) and the operator (day‑to‑day client services), and clarified the coordinator will be a limited‑term, grant‑funded post that expires when the grant ends. Council approved the set of four motions tied to Resolution 6147 to finalize agreements, accept funds up to $2.5 million, establish the appropriation fund and authorize the Homeless Service Coordinator classification and salary range; vote was unanimous.
Next steps: staff will finalize the subrecipient agreement with the county, post the Homeless Service Coordinator classification (internal/external recruitment), and return with more detailed budgets and program delivery timelines.
