Board reorganizes officers, approves contracts and spending-plan adjustments

At its meeting the Franklin County School Board completed routine organizational and operational business: members nominated and approved a chair for the 2024–25 term and selected a vice chair; the board approved a designee to act in the superintendent’s absence, and appointed Cynthia Spence as deputy clerk.
The board approved the meeting calendar (regular meetings on the second Monday of each month with a 5 p.m. closed session and 6 p.m. regular session) and affirmed the agenda. Several routine consent items passed by voice vote, including approval of minutes, payrolls, and monthly financial statements.
On contracts and procurement, the board approved three contracts presented by administration: a mental-health services contract with Piedmont Community Services, a student-activity audit contract with Robertson Farmer & Cox, and an MOU with Franklin Heights Church to serve as a reunification site in an emergency. The board also approved a resolution to update authorized signatories on Truist bank accounts to reflect recent administrative changes.
On funding, the superintendent outlined revisions to the ALL IN tutoring and Virginia Literacy Act spending plan: roughly $1.361 million remains for high-intensity tutoring initiatives, with $900,000 proposed for academic coaches (two-year funding) and $461,000 for before/after-school tutoring and makeup attendance work; the board voted to resubmit the revised plan to the Virginia Department of Education.
Other business included approving RFPs for cafeteria supplies and related products, moving several policies forward (with policy GBL pulled for additional review), establishing a consent agenda beginning in August, assigning board members to committees, and approving community use of the high-school parking lot and gym for the Cruise in Rocky Mount car show on June 14, 2025.
