Representatives from Secure Solar Futures presented a power purchase agreement (PPA) model to the Franklin County School Board that would place solar arrays on school roofs with no up-front capital cost to the district and include accompanying curriculum and hands-on workforce training for CTE students.
Matthew McFadden (associate business development director) described the company’s experience in other Virginia districts and cited an initial estimate of approximately $1.3 million in lifetime savings across the portfolio they reviewed. Secure Solar Futures emphasized additional benefits: on-site student training, college credit for participating students, paid summer work opportunities, OSHA 10 training, and a roof restoration option intended to extend roof life and allow more buildings to be solar-ready.
Board members asked technical and contractual questions about term lengths, end-of-term options (remove panels at company cost, purchase panels at nominal cost, or extend the agreement), degradation rates (presenters said roughly 0.4% per year), safety concerns, cash-flow projections, and how savings would be measured; presenters said they would provide more detailed cash-flow analyses specific to Franklin County and that the building committee would schedule site visits to districts that had performed roof restoration and installations. No formal contract was voted on; the building committee will continue study and return with analysis and recommendations.
