Soledad council approves CDBG application seeking roughly $3.6 million for community center improvements and homebuyer aid

The Soledad City Council on Oct. 23 approved Resolution 6,166 to submit a Community Development Block Grant application to the California Department of Housing and Community Development (HCD).
Susan Long, the city’s consultant on the grant, told council the city is eligible under the Small Cities program and is pursuing two activities: “a community facilities application for $2,100,000” and a homebuyer-assistance activity with a maximum request of $1,500,000. Long said that after the required general-administration set-aside, the homebuyer program will have roughly $1,400,000 for direct assistance and that contract terms are typically about 30–36 months.
Long said the NOFA includes larger activity limits than earlier anticipated and added, “the sooner we get it in, the money is still there; it’s first come, first serve for over-the-counter applications.” Council members asked about outreach; Long said the city will produce a marketing plan, hold a town hall and coordinate with local realtors and lenders. She told the council the state expects to have standard agreements by early next year.
The council approved the resolution by voice vote; staff recorded the motion as carried with four members voting in favor and one excused absence.
Next steps: staff will finalize the application materials and upload them to the HCD portal when it opens, then proceed with marketing and local education if the award is made.
