Staff presented the application, explaining the addition would be located on a relatively flat portion of a heavily forested, sloped lot near East Skyline Boulevard and that recommended findings in the staff report support approval. Architect Marshall Schneider described a simple, low-mass design stepped into the hillside, with high, small bathroom windows on the side facing the closest neighbor and dense vegetation and berming that provide screening.
Commissioners asked about neighbor outreach, visibility from the road, and materials; the architect said neighbors were contacted in August, drawings were shared, and there had been no responses indicating objections. The commission found the required findings were met — the addition is on a flatter portion of the lot, maintains privacy, and fits the general-plan policy on site and structure relationships — and voted unanimously to grant the exception. Staff will finalize the resolution and conditions of approval.
