Planning staff noted the project would remove nine trees, eight of which meet the town’s definition of significant. The applicant’s architect said a soils engineer confirmed parts of the steep slope are manmade and that septic constraints required adjustments to bedroom counts and leach-field siting. The applicant said the ADU will be built into the hill and that the intent is to avoid new view impacts to downhill neighbors.
Board members recommended efforts to retain healthy trees where possible, reduce off-site light emission from large glass expanses (through glazing choices and landscape screening), and add a separate walkway to the ADU to avoid circulation conflicts. The board forwarded the proposal for formal review and noted staff may require exhibits proving the slope is manmade; if a grading exception is necessary the matter may go to the planning commission.
Next steps: Applicant to clarify slope exhibits, finalize tree-impact rationale and continue outreach; staff will confirm CEQA and any grading-exception needs.
