Board asks policy committee to draft J-1 foreign-exchange policy after AFS presentation

Mary Songster Alpin and James Alpin explained J-1 program basics: exchanges are for high-school-aged students on nonimmigrant J-1 visas; sponsors must be designated by the U.S. Department of State; the host school must sign a placement authorization form before a student is admitted; students must demonstrate sufficient English proficiency and adequate funding; and the placement organization typically pays tuition if a district charges it. The presenters said a local policy should specify per-high-school acceptance limits, emergency placement rules, host-family screening, and a timeline for placement authorization.
The board asked questions about whether Virginia allows J-1 students to be counted in average daily membership (ADM) and about enrollment, tuition waiver options and diploma eligibility. AFS representatives said districts may count J-1 students in ADM and that districts should decide whether to permit diploma participation; they recommended exempting tuition to increase placements and offered to provide sample policies from other counties.
A board member moved to refer the development of a J-1 exchange policy to the policy committee; the motion carried. Administration will work with the Alpin volunteers and the policy committee to produce a draft policy for future board consideration.
