Soledad staff reports Dutch Bros opening, Panda Express permit and other economic-development updates

City staff reported a series of local economic-development updates during the May 22 Planning Commission meeting.
Anil Mora of the Community & Economic Development Department said Dutch Bros held a soft opening that drew long lines and will host a grand opening; commissioners were invited to attend. Mora said the city issued a building permit for Panda Express and that grading permits are expected next month. Staff also reported a building-permit submittal from Tractor Supply and that DaVita’s construction at the Soledad Marketplace is progressing.
Mora said the city plans to pursue façade and sign-program improvements in downtown and is partnering with the Arts Council of Monterey County to commission murals to increase vibrancy and attract businesses. He added that the city is reviewing a Container Village concept and applied for a USDA business-development grant in March to fund a feasibility study; staff submitted a second, backup grant and expects award notifications in June.
On process and transparency, several commissioners said they receive staff reports and attachments too close to meeting time, particularly for special meetings, and asked staff to provide alternatives and additional options in reports. Mora acknowledged timing problems, said staff is working to push content through the Granicus agenda portal, and pledged to improve lead time for commission materials.
Other items noted in the meeting included the next regular Planning Commission meeting scheduled for June 13 and brief commissioner announcements about local parks and the farmer’s market.
