UGB swap moves to state review; commissioners raise 'no net loss' housing concerns

Roseburg staff told the Planning Commission on Oct. 7 that city council adopted an urban growth boundary (UGB) swap and Douglas County approved corresponding amendments; the record was submitted to the Department of Land Conservation and Development (DLCD) on Oct. 1 for review. DLCD has up to 120 days to issue a decision, staff said.

Staff said both the city ordinance (No. 3604) and county ordinance were adopted without changes from what the commission forwarded. The city submitted the full record to DLCD and provided notice to parties; DLCD must now evaluate any objections within the 120‑day window. Staff said they are hopeful DLCD will handle the matter administratively but acknowledged the possibility the state commission could take further review.
Separately, commissioners discussed housing policy, citing past developments that removed housing units (for example, a sportsfield and prior airport expansion) and raised the question of whether Roseburg should adopt a formal 'no net loss' requirement to ensure housing units removed through redevelopment are replaced or funded elsewhere. Commissioner Jarrett Nielsen urged the commission to consider asking council for direction on whether to pursue a codified replacement requirement; staff said that would be a substantial policy change requiring council action and further work.
Staff also previewed upcoming planning work: code cleanup items early next year followed by a housing package to increase housing supply and adjust zoning standards (including potential minimum multifamily density standards) and said the commission would be engaged in that process.
The commission set its next meeting for Nov. 4 and previewed a potential joint hearing in December on a Sunshine Park UGB expansion; Chair Jamie Iraquin adjourned the meeting.
