Commission reviews Bicycle Master Plan update; staff proposes January public hearing and VDOT review

Planning staff presented a final work-session update to the Bicycle Master Plan on Nov. 18, outlining added routes, new implementation language and a procedural change that will route the plan through comprehensive plan amendment procedures and external review.
Staff said the update strengthens the vision ("all ages and abilities"), adds routes such as Southeast Street and Northeast Street between West Broad and Park Avenue, and explicitly references e-bikes available through Capital Bikeshare. The presentation split priority routes into two implementation windows (Fiscal Years 2025–27 and 2028–30) and added language on the need for regular maintenance of facilities.
"This item was last presented to the Commission... updates to the vision goals to reinforce all ages and abilities and achieving bicycle friendly status by the year 2030," staff said in the report. Staff also explained that legal review and comparison with neighboring jurisdictions led to a recommendation to process the update as a comprehensive plan amendment rather than as a standalone plan. That change triggers additional procedural steps including City Council initiation by resolution, submission to Fairfax and Arlington counties for comment and a 100-day review by VDOT.
Staff proposed scheduling a public hearing before the Planning Commission on Jan. 15, 2025, and final City Council consideration on Jan. 27, 2025, with survey and preliminary design work and a block-by-block public engagement phase planned for spring and summer 2025. Commissioners asked when residents would see design drawings; staff said materials would be at roughly 15–30% design when outreach begins and that staff plans to resume route work in early March.
Commissioners praised portions of the plan while raising implementation concerns. Topics raised included maintenance and equipment (sweeping and staffing), lighting and safety at key intersections, map labeling and route continuity across jurisdictional boundaries (for example, whether Annandale Road should connect to Fairfax County routes). Commissioner comments urged staff to identify maintenance equipment needs in the CIP and to coordinate with public works on lighting in high‑use corridors.
Staff also noted two open-house sessions and additional outreach tied to related items (accessory dwelling units listening sessions and boards-and-commissions listening events). The commission will revisit the plan as it evolves through council referral and external reviews.
