Pratt County commissioners sign state grant for ‘Love Kansas’ campaign; staff report Sawyer and CDBG delays

The item was introduced by Speaker 3, who said the agreement permits the state to send funds to Pratt County to support the campaign and asked the commission to sign and return the document to the county to forward to the Kansas Department of Commerce. Speaker 3 also said multiple civic groups would help with outreach by writing and texting former residents and described a multigenerational strategy that pairs seniors and 4-H youth to write letters.
Speaker 3 provided several operational updates: she had recently spoken with Representative Hoffman about a separate matter involving the city of Sawyer and said she had left a message with the Kansas Corporation Commission (KCC) because funds or approvals appeared to be delayed at the KCC. She said city leaders in Sawyer were working on a federal issue related to federal funds and grant application requirements and that the commission needed to push to move the matter forward.
Speaker 3 also said a planned meeting with the Department of Commerce about Community Development Block Grant (CDBG) revolving loan repayments was postponed after the Commerce staff member contracted COVID; no new date was available at the meeting.
Speaker 2 added that work continues on several renewable-energy-related items: Radwin was reported as complete, and the county expects future items related to a project the speaker called "Ninscawind" with solar and thermal components. Speaker 2 said a road-use agreement for an item spoken as "Neniscott 1" was expected to be received this week and then brought to the commission.
The commission also noted Pratt area economic development will meet Wednesday to review one façade application and discuss related topics.
The commission did not record any dissent on the grant signature and completed the ministerial vote to sign the agreement.
