Falls Church presents CIP quarter update; staff flags right‑of‑way delays, rooftop solar feasibility

City staff delivered a second‑quarter update on the capital improvement program at the Nov. 12 Falls Church council meeting, reporting 42 active projects across facilities, parks, stormwater and transportation.
CIP coordinator Caitlin Sabzi said six projects were completed since the last quarterly report, including library HVAC, two parklets, a stormwater study and two transportation projects (the W&OD trail crossings were reported as substantially complete, pending final punch list items). Sabzi said the dashboard shows 76% of active projects are on target (green), 14% at risk (yellow) and 10% behind schedule (red).
Sabzi listed two recurring causes for delays: right‑of‑way acquisition issues and long lead times for construction materials. "We're working on the right‑of‑way process improvements internally," she said, adding staff will create checklists and coordination steps with consultants to speed negotiations. For material shortages, staff said mitigation is less certain.
Council members pressed staff on rooftop solar proposals. Sabzi said structural feasibility studies for Aurora House are under review and that construction could not proceed without funding: "If it is feasible, we can't move forward with construction because there's no funding allocated for it," she told the council. Council asked when the cost estimate and feasibility results would be available; staff said those outcomes will inform the FY26 budget discussion and that the rooftop solar study would be considered during FY26 budget development.
Other topics raised during Q&A included permit timing for a baseball‑field contractor (staff said February 2025 remains a realistic target pending permit approvals), bus‑shelter right‑of‑way corrections and W&OD trail crossing lighting delays tied to Dominion Energy pole deliveries.
Staff said they submitted a grant application to the Virginia Department of Historic Resources for HVAC and roof replacement at Cherry Hill Farmhouse and will know award status by December or January. The CIP quarterly update will return to council in early 2025 as part of the FY26 CIP process.
