The Falls Church City Council voted unanimously on Nov. 12 to reaffirm an honorary designation of a portion of Wilson Boulevard as Saigon Boulevard and authorize commemorative bilingual signage.
City staff told the council the action formalizes a 2005 honorary designation and would not change official street names or property addresses. The resolution authorizes placement of commemorative signs that “conform to MUTCD standards” and recommended sign designs that incorporate a clock‑tower logo tied to Eden Center, including red and yellow colors and Vietnamese text.
"This distinction honors the Vietnamese people, history, and culture that has shaped the East End of the city of Falls Church," staff said in presenting the staff report and legal background. The resolution includes a 10‑year sunset provision so council can renew or revise the designation in line with an adopted honorary‑naming policy; staff noted the 10‑year term reflects typical sign lifespan and Virginia precedent.
Members of the Viet Place Collective and other Vietnamese‑community representatives urged the council to place highly visible signs and to ensure maintenance so the designation endures. "We support that very wholeheartedly," a VPC representative said about proposed locations in the staff report.
Council adopted TR 24‑38 by roll call vote 7–0. Staff said sign fabrication is planned for early winter 2025 with an unveiling event in January or February 2025, subject to production timing and coordination with VDOT and neighboring jurisdictions for signs that cross boundaries.
Councilmembers praised the community's advocacy and said they expected follow‑through on placements and maintenance. The adopted resolution directs staff to finalize design coordination with the community and to follow the city's legal process for honorary namings.
