Key elements included restrictions on vegetation removal in resource protection areas (RPAs), addition of a climate‑change/sea‑level rise impact statement for land disturbance within RPAs, changing treatment of single‑family teardown/rebuilds from "new development" to "redevelopment" for water‑quality calculations, and authorization for staff to use state‑developed local precipitation curves as an alternative to NOAA. Staff indicated the change to the single‑family standard has a small net effect on required phosphorus reductions and does not transfer costs to taxpayers under state rules. Consent agenda: Council approved a consent item authorizing the city manager to proceed with a $300,000 contract with Colossal Contracting, Inc. for interior HVAC work at the community center; the consent motion passed 6–0.
