Committee adds student voting member to library-materials objection committee and approves republish of COMAR changes

The Education Policy Committee voted to republish revisions to COMAR 13A.05.04 (library media services) after adopting an amendment to require a voting student on the committee that reviews objections to instructional materials.

Dr. Chelsea Brewer described updates intended to enhance transparency: a 30-day public comment period after a committee decision, public posting of recommendations and the superintendent—s written decision, and clearer local appeal procedures. The regulation revisions aim to make objection procedures and subsequent superintendent actions visible on the department—s website.

During questions, committee member Mister Paul asked whether central-office staff assigned to support library programs should hold qualifications comparable to certified library media administrators. Dr. Brewer said the draft provides flexibility to reflect local staffing realities in smaller jurisdictions where staff "wear several hats," and that the prior language had been stronger on certification but was adjusted to allow local context.

Mister Barnes moved to amend the draft to require a voting student on the objection-review committee; the motion was seconded and passed. After the amendment passed, the committee voted unanimously to recommend permission to republish the regulation as amended for public comment.

What comes next: MSDE will publish the amended draft for public comment and post committee recommendations and subsequent superintendent decisions as described in the regulation.
