Philip Nester and James Donaldson said HOA governance is controlled by the builder, that bonds and permits allegedly were released prematurely, and that stormwater infrastructure (IMP features) has failed in places, leaving homeowners with repair liabilities.
Board members acknowledged the comments, enforced time limits for public speakers and directed staff to follow up. Supervisor Yakubowski said he would continue working with residents; Dr. Frazier commended parks and rec staff for the Stars and Stripes event and expressed sympathy for residents raising the concerns. Planning and environmental staff will be the likely contacts to review any engineering or permit questions raised by residents.
