During its Nov. 12 meeting the Spotsylvania County Board of Supervisors handled multiple formal actions across land use, utilities and finance.
Wetland mitigation bank (SUP24‑0006). The board approved a Special Use Permit to establish a mitigation bank on roughly 350 acres that will restore and permanently protect approximately 17.87 wetland acres and 169 riparian acres; the site will be placed in a perpetual conservation easement and construction-phase traffic impacts were described as minimal. Planning staff recommended approval and the Planning Commission had voted 6–0 in favor; the board approved the permit with the recommended condition (vote recorded in favor).
Easement to Rappahannock Electric Cooperative. The board approved a staff‑recommended easement for utility service across county Parcel 33A‑3 to serve an adjacent parcel; staff said the easement will not impair county property use and recommended approval, which the board adopted.
Budget true‑up and borrowing change. Finance staff explained a revision to the FY25 capital plan that defers $14.8 million in planned transportation borrowing, saving about $721,000 in FY25 debt service; the county adjusted transfers between the general and transportation funds and recorded modest changes to projected school fund proceeds. The board held the required public hearing and adopted the budget adjustment.
Post‑closed meeting legal direction. After reconvening from a closed session, the board directed the county attorney to take action, including initiating legal proceedings if necessary, against the Virginia Department of Labor and Industry and other proper parties to ensure the county’s defenses are heard in a pending regulatory matter; the motion passed unanimously.
