Board considers policy to create board support assistants and asks staff to refine language

County staff presented a draft policy and internal procedures to govern "board support assistants" — positions intended to help supervisors with constituency services and board business.
Donna (staff) summarized the proposed policy and the related procedural document, saying the policy lays out pay, recruitment options and expectations and the procedures describe how those assistants would interface with county administration. "In your packet is a draft policy that was written ..." Donna said, asking board members to review and provide edits.
Supervisors discussed a single sentence in the policy (Item 4, page 15-7) that requires assistants to be county residents or county staff; multiple supervisors said they wanted that clause removed. Board members also asked how hiring would work; staff offered two paths: supervisors could appoint a person directly or use county HR recruitment and NeoGov to post the job and forward candidate materials for supervisors to select.
Staff indicated the policy would be placed as an add-on on the July 2 board meeting agenda so members could vote to approve or pull the item for additional edits; staff said they would preserve a redline version showing changes requested by the board.
