Planning commission authorizes advertisement for 100-site Riverside campground; staff require evacuation and safety plans

The Warren County Planning Commission authorized advertisement for public hearing of a conditional-use permit application from South Fork Riverside Campground LLC to operate a 100-site campground at 204 Russ Johnson Road. Planning staff described the proposal as a primarily riverside campground with motorized-RV sites, primitive tent sites, renovation of an existing barn for a check-in/office and a river-sports outfitter as an accessory use.

Sean Newman, the applicant's representative, said the concept emphasizes preserving natural features, using sustainability measures and providing economic benefits to nearby businesses. "We're trying to keep the agricultural feel of... and use the agricultural land still along with the campground," Newman said, adding the project would coordinate with the fire marshal on safety measures.

Staff and commissioners focused on public-safety and infrastructure items: most campsites lie within the special flood hazard area and staff flagged the need for a certified fire-safety and emergency-egress plan, a pre-issuance inspection by planning staff, a minimum emergency-access road width (fire marshal recommended an 18-foot minimum), and a dry-hydrant location in an existing pond rather than the riverfront. Staff agreed to seek a draft evacuation plan for review by the fire marshal prior to the public hearing if feasible, while recognizing time constraints.

Commissioners voted to authorize advertisement for a public hearing; the application will return for public hearing with recommended conditions and additional material (evacuation plan, infrastructure details) included in the staff packet.
