The Warren County Planning Commission voted July 2 to forward a conditional-use permit application for a home enterprise bakery at 103 DeMell Court in the Skyland Estate subdivision to the Board of Supervisors with staff conditions.
Planning staff explained the request was for a small-scale bakery in an accessory building used to prepare items (cookies, brownies, doughnuts) for delivery to customers across Warren County; on-site customer service would be prohibited. Staff listed required permits and conditions: compliance with Warren County Health Department, Virginia Department of Agriculture and Consumer Services, Warren County Building Inspections and the Virginia Statewide Fire Prevention Code; submittal of a minor on-site sewage disposal modification and completion prior to issuance of a certificate of zoning; passing all required building and zoning inspections; annual testing of well water for E. coli and coliform with results provided to planning and health departments; and prohibition of on-site customers.
Applicant Tyler (identified in the record also as Kyler) Yancey said he had met with the Skyline Community Corporation, which initially objected based on covenants, and found the covenants permit businesses with approval. He said neighbors are largely supportive and that the operation will be delivery-only with no added traffic.
A motion to forward the application with staff‑recommended conditions passed on a voice vote. The matter will be scheduled before the Board of Supervisors, at which point final approval, denial or additional conditions may be set.
