Planning commission forwards three short-term rental permit requests to supervisors; neighbors raise road and septic concerns

The Warren County Planning Commission voted to forward three short-term rental conditional-use permit (CUP) applications to the Board of Supervisors with staff-recommended conditions.
Planning staff described the first application for 289 Catron Ridge Road (Thompson Hollow Acres, R-1). Staff said the property manager, Jackie Rawls, will oversee maintenance and bookings and that the health department has approved a maximum of four occupants for the two-bedroom dwelling. Neighbors James DeBarr and Glenn Ferguson told the commission that the private access road is in poor condition and that additional short-term traffic would be undesirable. "I don't think we need any additional traffic than what we have on that road," DeBarr said. Commissioners noted sanitary-district arrangements and encouraged neighbors to meet and consider maintenance options; the commission then moved to forward the application to the Board of Supervisors with recommended conditions.
A second CUP, for 557 Drummer Hill Road (Shenandoah Farms Mountain Lake subdivision), was described as a 3-bedroom dwelling constructed in February 2023 with a six-occupant health-department approval. Planning staff recommended the same conditions: compliance with Warren County Health Department rules, building inspections, Virginia fire code requirements, annual well testing, and septic servicing every five years. No one spoke at the hearing and the commission forwarded the application to the Board.
The third request was a reapplication for 351 Donna Court following a prior split vote at the Board of Supervisors. Staff explained the previous 2–2 vote and said the neighbor within the 100-foot setback has changed; staff again recommended conditions and, if warranted, waiver of the 100-foot setback to the existing 35-foot distance. Neighbor George Hewitt asked about the septic permit and potential impacts to his property; staff confirmed the property has a six-person approval and explained the permit and inspection requirements. The commission forwarded this application with staff conditions and any necessary setback waiver recommendation.
All three forwarded CUPs include staff conditions tied to Warren County health and building rules and to Warren County Code §180-56.4B.
