Parks & Recreation proposes small fee increases, new weekend pool rentals and bylaws changes

The presenter summarized operational reasons for the changes — weekend pool attendance dwindles on Fridays and Saturdays, so offering full-facility evening rentals can increase revenues, and removing pizza guarantees avoids overcommitment when concession inventory runs low. On the pricing and schedule questions, staff said a Saturday evening rental runs about $250 and that available evening rental windows would run roughly 7:30–9:30 p.m. The presenter noted staff surveyed neighboring counties and found similar nonresident surcharges.
On governance, parks staff proposed two amendments to the Parks & Recreation Commission bylaws: expand to 17 directors with explicit representation appointed by the county (including one Board of Supervisors member and the Parks & Recreation Director) and allow a recreation staff member designated by the director to attend in place of the assistant director. The commission’s meeting schedule would change to meetings in January, March, May, September and November at 5:30 p.m.; the presenter said those bylaw amendments would require a majority vote of the Board of Supervisors after a 30-day notice period.
Board members had operational and process questions — including whether leases would reflect the fee changes and how swim-team schedules (Warren County Sunfish) would be accommodated — and staff said the Sunfish schedule runs Monday–Thursday evenings and that the team had been previously advertised as part of the 30-day notice process. The items will appear for consideration at a regular meeting where formal action can be taken.
