Samuels Public Library reports multiple roof leaks; county to add library to building committee

Samuels Public Library staff told the Warren County Board of Supervisors that recurring roof leaks have worsened and that the library needs repairs or replacement.
Ms. Rooney (Speaker 8), presenting photos and work-order history, said the building — completed in 2009 — has about 20 areas that show leakage at times of heavy rain and that three spots currently drip onto floors during storms. "I think our count is about 20 or so, and they can vary… We only have about 3 that actively will drip onto the floor," Rooney said.
Rooney said the library previously included a $207,000 estimate in an earlier capital plan but currently has no updated contractor estimate. Board members asked what short-term measures the library is taking; Rooney said staff put in work orders and uses buckets to limit damage and tries to move books away from active leaks. Rooney said the library has not experienced water damage to collection material so far.
County officials said the library will now be included in the county building committee so facilities and school repairs can be coordinated through the county capital plan. "We felt it was time to add them on to the building committee so that we can start being proactive about things like this instead of being caught off guard," the Chair (Speaker 1) said. Staff indicated they will seek estimates and bring recommendations back to the board and that funding for repairs could be considered in future capital budget cycles.
The board did not approve funding at the work session; members discussed whether the tenant lease language (dating to 2007) — which appears to place “maintenance and ongoing repairs to the facade and roof” on the tenant — should alter the county’s financial support, and asked county legal staff to clarify lease responsibilities before deciding on county-funded repairs.
