Warren County supervisors voted Aug. 6 to subscribe to ArchiveSocial for social‑media archiving and to NextRequest for FOIA case management, moves officials said are intended to preserve social records, improve compliance and centralize request tracking.
County staff presented live demonstrations showing a public portal for requesters and a staff view that logs every action, creates a permanent audit trail and supports exports in PDF, Excel and HTML formats. The vendor representative said redactions are ‘‘permanent’’ and that exported documents have metadata removed: "These redactions are permanent. We rip all metadata, all the text behind it. They cannot" (NextRequest representative).
Staff and board members asked detailed questions about redaction, pricing and reporting. The vendor said NextRequest pricing is population‑ and feature‑based, while the social‑archiving product is priced by agency size and social‑media activity. Reporting features shown include due‑date reminders and department‑level analytics; the vendor said admins can run monthly or quarterly reports and track overdue items.
Supervisors stressed the need for a social‑media policy to accompany automated archiving. Multiple members recommended a staff work session to clarify who may create accounts, moderation rules and whether the county should display a public disclaimer that comments on official platforms are subject to public‑records requests.
A motion to approve ArchiveSocial through CivicPlus and to authorize the county administrator to execute necessary documents (subject to county‑attorney approval) passed by roll call with all members recorded as voting aye. A separate motion approving NextRequest through CivicPlus and authorizing the administrator to execute required agreements also passed unanimously.
The board directed staff to return any final contract documents for routine review and confirmed that formal implementation details and policy guidance will be refined in follow‑up work sessions.
