Warren County approves $2 million federal grant for Rockland Park athletic fields; county to cover upfront costs from contingency

The Warren County Board of Supervisors voted Oct. 15 to accept a federal grant to develop the Rockland Park Athletic Complex and authorized the county administrator to execute all related documents.
Supervisor Butler moved that the board accept the grant award (grant number P24AP01850-0051-00467) titled "Warren County Rockland Park Athletic Fields Development" and authorize the county administrator to sign documents. After a roll-call vote the motion carried.
County staff explained the funding mechanics: the federal government established an account for $2,000,000 and the county will submit quarterly expenditure reports to draw down reimbursements. At least in the near term the county intends to use contingency funds to pay initial project costs and then seek reimbursement from the federal grant. Staff also said the county is exploring additional sources for the local share, including state funds and tourism dollars to support development because the complex is expected to be a tourism driver.
"Every quarter, we submit our expenditures and then draw down from the $2,000,000," staff said. "Basically, they pay half, we pay half, so every quarter, we would be submitting for that reimbursement." Board members asked for clarity about which budget lines would cover the county's upfront share; staff confirmed quarterly drawdowns and said administration and the treasurer were coordinating to align the grant schedule with county cash flow.
Supervisor Cook noted that contingency funds are intended for unforeseen needs and stressed that the board should plan to budget the county share so the project can be completed across fiscal years without disrupting other priorities. "We're going to get the money back once we send the invoice to the feds," she said, but asked that the administration plan for the county portion in subsequent budget cycles.
Outcome and next steps: The board authorized the county administrator to sign the grant documents. Staff will coordinate the quarterly reimbursement schedule with the treasurer and propose how county matching funds or local shares will be budgeted and tracked in future fiscal cycles.
