County investigating tanks and recreational vehicles at Rivermont Drive property; possible zoning violations and building-inspection case opened

The Warren County Board of Supervisors on Oct. 1 heard an update from county staff about complaints concerning storage and display of retired military vehicles (including tanks) and recreational vehicles at 714 Rivermont Drive.
Madam Chair noted that the deacon who was expected was not present and asked for the code-enforcement update; Mr. Lentz said staff had received complaints about tanks and other military vehicles "being stored in the front yard, and I guess the garage of the old fire station out on Rivermont Drive at 714 Rivermont Drive." He said county attorneys are coordinating with the property owner's attorney "to really nail down what all this guy is trying to do, and then we will be able to classify the use and get him on track for whatever permits he might need for that."
Lentz said building inspections is pursuing a separate code case after a mobile home was removed from the property without a permit and recreational vehicles were placed in its stead. "So we're trying to figure out how he plans on using those recreational vehicles," Lentz said, and staff expect to receive a description of the intended use within about a month before pursuing a notice of violation if necessary.
Board members noted they had observed tanks visible from the road and asked whether the vehicles were displays for events. Lentz said the property's website indicates the business conducts events and offers historic-vehicle repair and training, which suggests staff may need to consider a text amendment or a conditional-use permit depending on the classification of the use.
Next steps: County attorneys will continue coordination with the property owner's counsel; building inspections will pursue its code case; staff will seek a written description of use within roughly a month and will pursue formal enforcement (notice of violation) if the owner does not provide sufficient information or the use is inconsistent with zoning.
