The Warren County Board of Supervisors approved two conditional use permits (CUPs) for short‑term tourist rentals after staff presented planning recommendations and conditions.
Planning staff described CUP2024‑09‑01, for 198 Sunrise Lane in the Junewood Estates subdivision, noting an existing 3‑bedroom dwelling with a health department occupant limit of six and a request to waive a 100‑foot setback to permit an existing 60‑foot condition. The planning commission recommended approval with five conditions including compliance with Warren County Health Department, building inspections and Virginia Fire Prevention Code requirements; annual water testing and routine septic maintenance; and enforcement of occupant limits tied to health department certificates. The board voted to approve the permit after public hearing and roll call.
The board then considered CUP2024‑09‑02, for 377 Avalon Drive in the Shenandoah River Estate subdivision. Staff noted the dwelling is within the regulatory floodway and nonconforming setbacks; it carries a health department occupancy limit of four. The planning commission recommended approval with similar conditions and a waiver to allow the existing setbacks. A nearby resident, Jayne Newell, said an adjacent property had been a nuisance and supported enforcement of rules. After discussion — including concern from at least one supervisor about the setback — the board approved the CUP with the planning commission conditions and recorded the roll call vote.
Both approvals include explicit compliance requirements with Warren County health and building codes and the Virginia Statewide Fire Prevention Code; certificates of zoning are conditioned on approved health department records. The board did not modify the planning‑recommended conditions in a way that altered health, occupancy or septic requirements during those votes.
