Officials push for better town–county–school coordination on development and fiscal-impact data

Town and county officials told the liaison meeting they need stronger coordination with the school division when developers propose projects that change housing density. Several supervisors said developer fiscal-impact calculations and proffer estimates can be outdated and urged a joint forum to ensure school-capacity and transportation impacts are properly accounted for.
Planning staff reminded members that applicants submit fiscal-impact analyses and, per the intergovernmental MOU, the county maintains the formulas and data used to estimate student generation and net fiscal impact. Staff said updating the formula or data set would require consultants and funding. "I don't know the last time that this has been updated, but this is where they get their numbers from," planning staff said, noting the formula breaks down housing types and estimates elementary, middle and high-school student generation.
Participants suggested using the existing Development Review Committee or the town–county–school joint building committee to provide more robust early coordination with the school board. Staff and elected officials said they will explore options to update the data and improve the process for sharing impact metrics with applicants during rezoning and proffer negotiations.
