The Warren County Board of Supervisors approved a string of routine and regulatory items after public hearings and staff presentations.
Leases: The board approved a lease of county property at 262 Fishnet Boulevard to Lucas Oliver for $900 per month and approved the lease of Hangar A5 at 229 Stokes Airport Road to Rich Payne for $350 per month. Both motions were seconded and passed on roll-call votes recorded as aye by board members.
Zoning and land-use approvals: The board approved a zoning text amendment (Z2024-05-01) to add a definition and supplementary regulations for commercial storage of cars, boats and recreational vehicles (a use allowed by conditional use permit in agricultural districts) and approved a conditional use permit application for Robert and Vivian Lake (applicant Robert Lake) for storage at 3434 Guard Hill Road. Staff explained conditions including a 15-acre minimum lot size, a 50-foot setback from adjacent property lines for storage areas, screening and six-foot fencing, valid licensing and inspection for stored vehicles, hours of operation (7 a.m.–7 p.m.), a limit of 89 stored units, and a required boundary-line adjustment within 60 days to meet setbacks. The Planning Commission recommended the amendments and CUP with a 4–1 vote.
Rezoning and subdivision variance: The board rezoned a 5-acre parcel at the corner of Cabin Court and Route 34522 North from agricultural to commercial for Terker Investments (application R2024-45-01) and accepted the applicant's proffers, including cash proffers to North Warren Fire & Rescue (proffer formula noted in staff presentation). The board also approved a variance request from Samuel and Margaret Smith to allow a family subdivision with a nine-year restriction on voluntary transfer to nonfamily members, a condition planners said approximates a 10-year ownership window.
Opioid settlement participation: The board adopted a resolution approving Warren County's participation in a Kroger national opioid settlement. Staff said participation would yield approximately $82,000 payable by Kroger over 11 years and is part of a broader set of settlements that, across time, amount to just over $2 million. Staff said 95% of settlement funds must be used for opioid remediation and that the county is preparing a policy and program plan (a study funded in part by a $50,000 grant is in its final phase) to direct those funds.
Fiscal agency authorization (Item P): The board authorized the county administrator and finance director, either of whom may act, to take actions necessary to enable the county to comply with an agreement for fiscal agency services.

What's next: Staff will record the CUP boundary-line adjustment and follow staff conditions before issuing any certificate of zoning. The opioid remediation study is expected to be complete in August, after which staff will present recommendations for allocating settlement funds.
