Board approves roadway reclassification, library contract, transfer station change orders and refunds

Transfer station slab change orders: Staff reported unsuitable soils discovered during exterior slab work at the county transfer station, producing change orders that raised the contract total by $53,472. To cover the increase, staff asked to transfer $30,461.05 from capital improvement contingency and $13,874.17 from the board contingency reserve; the board approved the change orders and the transfers. Staff noted the capital improvement contingency would be drawn down as a result.
Comcast refund: County staff presented a refund request related to an overassessment of tax to Comcast. The principal refund amount was reported as $70,086.14 (interest also applies). The board approved processing the revenue refund as requested.
Surplus vehicle transfer: The sheriff's office requested transfer of a surplus 2006 Ford E350 van (non‑controlled property) to the Russell County Sheriff’s Office; staff reported the vehicle had been in inventory more than one year and the board approved the transfer.
Virginia Creeper Trail resolution: The board also passed a resolution requesting immediate federal support to rebuild the Virginia Creeper Trail, citing its economic importance to Damascus and county tourism. The resolution was approved by voice vote.
