EDA staff presented a maintenance request from the town of Christiansburg for Falling Branch Corporate Park Phase 1 and a scope prepared by H and P Engineering. Extreme Concrete, which is on the state bid list, provided a quote of $208,771 for tree removal, drainage work, a concrete channel repair and resealing small areas.
Speaker 1 recommended adopting a resolution to approve the work but said staff should attempt to negotiate the price before committing to an award because H and P believed the price could be reduced. "My recommendation at this point is to adopt a resolution approving the bid, but we need to seriously negotiate with them on the cost," Speaker 1 said. Board members debated whether to authorize an 'up to' amount or to seek a special EDA breakfast meeting to approve a negotiated award.
Speaker 4 and others urged staff to get the contractor’s best offer and return with a recommendation rather than approving the full quoted amount immediately. Funds for the work were identified from the PDA reserve. No final contract award was made at the meeting; staff will pursue negotiations and return with a recommendation or call a short meeting to approve the award if needed.
