Montgomery County supervisors approve regional reimbursement, appropriations and school and public-safety funding

After denying the special-use permit for a proposed kennel, the Montgomery County Board of Supervisors approved multiple financial and intergovernmental items.

The board unanimously approved a reimbursement agreement with the New River Valley Regional Commission that formalizes county obligations if the commission cannot make debt payments on a purchased office property; the agreement provides a 12-month cure period for the commission and a 5% interest rate for late payments. County Administrator Miss Hill said the county and member jurisdictions chose to cash-fund Montgomery County’s portion of the purchase to reduce interest costs.

The board also approved a resolution appropriating the county’s cash contribution to the commission’s purchase and a transfer to cover Montgomery County’s per-capita share of the regional housing trust fund. Other approved items included:

• A resolution of support for Carilion Kidney Transplant Services (approved unanimously).

• A transfer of undesignated school capital funds into specified MCPS projects.

• Fiscal-year 2024 carryover appropriations for one-time departmental items.

• One-time funding to support gear, uniforms and equipment tied to staffing paid Fire/EMS personnel in Elliston (previously allocated about $100,000; this fills remaining costs).

• An economic-development appropriation transferring reserve funds to the Economic Development Authority for repairs and regulatory compliance work on a stormwater pond at Volley Branch Corporate Park.

All of these measures passed on roll-call votes recorded in the meeting (most were 7 ayes).
