The Washington County Board of Supervisors voted on Oct. 22 to approve a $247,200 contract modification to add air conditioning to a recently expanded animal shelter.
County staff and supervisors said the construction of the shelter’s raised addition did not include an air-conditioning installation, leaving the dog-run wing without temperature control. Officials described the retrofit as requiring a specialized rooftop unit and dedicated ductwork sized to handle animal heat and hair; staff said a standard residential-style HVAC unit would be inadequate.
Mr. Berry explained the change was discovered during final inspections and recommended modifying Burwell’s contract to install the correct equipment. Ms. Sturgill noted funds would come from the capital improvement fund; staff reported the fund had nearly $1 million before using $600,000 for Damascus response and that roughly $317,000 remained available to cover the modification without dipping into county reserves.
Supervisors said the retrofit was needed to maintain safe, humane conditions for animals and staff; the board approved the modification and the related transfer from capital-improvement reserves by voice vote (recorded six-zero). Staff said the work would be done under a contract modification rather than a new procurement to expedite completion, with the offer to re-open procurement if the board chose to revisit the item.
The board directed staff to proceed with the modification and report on scheduling and procurement status as the work moves forward.
