County administration presented a series of supplemental appropriation requests and carryover resolutions during the Sept. 24 meeting and sought final adoption of an amended FY operating budget.
Ms. Sturgill asked the board to approve $9,344,912.59 in supplemental appropriations to cover outstanding commitments and restricted funds (purchase orders, capital projects, courthouse work, library funds and other committed items). She also presented the Washington County School Board's supplemental appropriation request of $2,255,582.46 — largely $1.91M in multi‑year high‑impact per‑pupil funding to be spent over two to three years — and a separate discretionary carryover package totaling $5,769,640 for department requests.
Board members debated use of one‑time carryover funds for recurring personnel costs and removed two personnel items (dispatch and a social‑services position) from the carryover resolution for separate consideration. After adjustments, the board approved the supplemental appropriations and carryovers (voice votes) and adopted the county budget resolution "as amended" to reflect the board's carryover decisions.
Chair recorded unanimous votes on the major carryover resolutions and on final adoption of the amended budget; staff will incorporate board adjustments and finalize the budget documents.
