Mr. Churchill explained the three counties in the partnership split costs by thirds and that additional charges were for "more engineering, more legal" and site work. Supervisors said they wanted additional detail on the extra costs but agreed the county should honor its contractual one-third commitment; a motion to transfer $5,000 from reserve for contingencies to cover the shortfall was moved, seconded and approved.
Supervisor Stevens briefly stepped away during discussion. Board members requested follow-up to better understand the nature of the additional engineering and legal work reported in the invoice.
The transfer will increase the county's appropriation for PREFA participation to the invoiced level; staff will report back with additional explanation of the additional charges.
