Montgomery County EDA reports clean audit, approves routine financial items and introduces new director

The Montgomery County Economic Development Authority received its audit for the fiscal year ending June 3, 2024, from Brown and Brown and Company and was told the audit resulted in a clean opinion. Speaker 3, who presented the treasurer's report and audit details, told the board there were no findings and that the compliance section shows no problems with state code compliance.
"We did get a clean opinion," Speaker 3 said, characterizing it as the highest level of assurance for the financial statements. The board discussed segregation of duties and staff noted that the EDA benefits from county finance support and the economic development department in handling portions of the work.
The board approved routine business including the November meeting minutes and the treasurer's report; members voted in favor by voice with no recorded roll call.
At the start of the meeting Speaker 5 introduced Carmen Elliott as the new EDA director. Carmen Elliott (Speaker 2) thanked the board and said she is "native to Montgomery County in Christiansburg" and described prior experience in commercial real estate and two decades in med-tech and health care.
Staff offered to place the audit on a future agenda for an auditor presentation if any member wants a fuller walk-through; the board did not immediately accept the audit for formal approval at this meeting and indicated members could review and bring questions next month.
